IEA, with offices in Amsterdam and Hamburg, is an independent international cooperative of national research institutions and government agencies that has been conducting studies of cross-national achievement since 1959. PIRLS 2011 was the third assessment after PIRLS 2001 and PIRLS 2006. In 2011, countries had the option of participating in the first offering of prePIRLS, a less difficult version of PIRLS. This study assessed basic reading skills as a bridge to PIRLS, in order to meet the needs of countries in which most children in the fourth grade are still developing fundamental reading skills.

The PIRLS 2021 Context Questionnaire Framework articulates the information to be collected via the PIRLS 2021 Questionnaires, providing brief rationales. PIRLS 2021 Assessment Frameworks provides the two frameworks for the reading assessment and the context questionnaires, respectively.
